IDEAL is a programme that aims to promote citizen participation in local governance in seven countries facing situations of fragility or conflict: Burundi, Mali, the Palestinian Territories, Rwanda, Somaliland, South Sudan and Uganda. It is conducted by VNGi, which specialises in capacity building to strengthen local governments, their associations, training institutes and task forces for decentralisation in developing countries and countries in transition.
The evaluation was conducted by Wageningen University and ACE Europe between August and December 2021, and is based on desk review, interviews in the Netherlands, and field visits to Burundi, Uganda and South Sudan.
This evaluation draws lessons from the programme's core objectives to contribute to a better social contract between citizens and their local governments and to more resilient communities that are better able to cope with risks arising from instability. This evaluation assesses the results of the programme against its planned objectives and makes recommendations for improving its implementation, design and learning for possible follow-up programmes.
