Mid-term and final evaluation of the VVSG program 'Municipal International Cooperation'

Description

The Municipal International Cooperation program is one of the programs implemented by the VVSG International service (Association of Flemish Cities and Municipalities). Funding comes from the Belgian government. The aim of the program is to contribute to good local governance by strengthening capacity to govern in the South and local policy coherence in Flanders. To achieve this, the VVSG is working on the localisation of the SDGs and, in 9 partner countries, on themes such as capacity building, gender and the sustainable development goals. ACE Europe carries out both the mid-term and final evaluation of this program.

Result

The mid-term evaluation (based on peer evaluations and self-evaluations in Benin, Ecuador and Guatemala) provided the VVSG and the actors involved with an insight into the course of the first part of their program, and allowed them to gather input and recommendations for the second part. The purpose of the final evaluation is for the VVSG to be accountable to the funder, and for the local governments to be accountable to politicians, civil servants and civil society in their municipality. In addition, the learning aspect with view to future programmes is equally important.
