Final evaluation of EU-funded 'participatory governance' programme implemented by Interpeace and Never Again Rwanda in Rwanda

Description

The report presents the findings of a final evaluation of the EU-funded project. The intended outcomes of this project were (1) citizens actively organise and express their needs in governance processes, existing consultation platforms and through the media
media; (2) local leaders and councils conduct participatory consultation processes and hold feedback sessions on district priorities and budget allocation; (3) the results and lessons learned from this action improve ongoing programmes, policies and laws to strengthen good governance in Rwanda.

As part of the final evaluation, ACE Europe was also tasked with conducting the final measurement. The purpose of the final measurement was to evaluate the results of the project on local government structures and on socio-economic conditions in the communities of the beneficiaries.

Result

The evaluation report includes conclusions on the OECD-DAC criteria of relevance, effectiveness, sustainability, efficiency, coherence and also formulates lessons learned, challenges and recommendations. In addition, an endline measurement was carried out based on a survey.
