ESPER aims to contribute to "stabilisation by promoting and improving security and justice governance and social cohesion in eastern DRC". VNGi and Cordaid are implementing this four-year programme (2020-2024) in three provinces of eastern DRC: Ituri, North Kivu and South Kivu. The programme is funded by the Embassy of the Kingdom of the Netherlands (€16 million) as part of its Great Lakes programme.
This report presents the results of the mid-term evaluation of the ESPER Programme. The purpose of this evaluation is to complement the midline study commissioned by the ESPER Programme, which took place in July-August 2022. The evaluation is qualitative in nature and aims to assess the progress of the programme in relation to the objectives and planned results. In addition, the evaluation provides recommendations for improvement for further implementation.
