The evaluation assessed the quality and effectiveness of the support and accompaniment of its partners in Africa and South America by SOS Faim. SOS Faim works with partners in the following countries Senegal, Mali, Burkina Faso, DRC, Ethiopia, Bolivia, Ecuador and Peru. Different modes of support are made available to SOS Faim partners, such as financial support (terms, conditions and timetable of financial support) and non-financial support such as the establishment of links between partners, advisory support and tools in various methodological and technical fields and capitalisation. The partners are farmers' organisations, local NGOs and microfinance institutes. SOS Faim has a team of employees at its headquarters in Brussels and local offices (local branches) in 6 of the 8 countries.
An approach based on mixed methods (quantitative and qualitative) was applied: analysis of documents, an electronic survey sent to all SOS Faim partners (47 addresses, 27 responses or 57%), virtual or face-to-face workshops with SOS Faim teams and with partners in the 4 countries visited, semi-structured interviews (with SOS Faim teams, partners' teams, members of partners and external actors). This approach enabled the triangulation of information at all levels (SOS Faim, partners, beneficiaries, external actors). Four field missions were carried out, including Burkina Faso, DRC, Ethiopia and Peru. The evaluation started in February 2021, the data collection phase took place between April and June 2021, and the reporting phase in July-August 2021. The evaluators conducted an assessment according to the OECD-DAC criteria (relevance, effectiveness, efficiency and sustainability) and made five recommendations.
