Description

The ‘Agile Human Rights Organisations for a Democratic Constituency in the Arab Region’ project, coordinated by Karama in the period March 2017-June 2018, aims at contributing to human rights (with a focus on women's rights) and democratisation processes in the MENA region. It was implemented in 13 countries,  involving 18 CSOs and their partners. The project also involved advocacy and lobbying policy targets in the Netherlands and looked for collaboration with Dutch embassies located in the MENA region.

ACE Europe and the Centre for European Policy Studies evaluated this project ex-post, through two case studies in Egypt and Libya. The evaluation is seeking to account for the subsidy spent on the Karama project through the Dutch Human Rights Fund.  The objective of the evaluation is to assess the effectiveness, relevance, sustainability and efficiency of the project.

Result

The evaluation is an inductive, evidence based, review process. From the analysis of the in-depth-country studies, data and insights emerged about the program as a whole; these findings and insights were complemented with review of various documents and interviews with relevant stakeholders and resource persons in the countries that were not visited.
