Around these three themes (migration, development cooperation and the Middle East), 11.11.11 set up policy influencing interventions in the period 2017-2021 with financial support from the Belgian government. To this end, 11.11.11 deployed a combination of strategies, both through research reports, formal and informal lobbying and advocacy, and more public campaigns and actions.
The evaluation employed several methods, including document analysis, workshops and semi-structured interviews. For each theme, the evaluators and 11.11.11 selected a number of specific cases for a more in-depth contribution analysis.
ACE Europe evaluated each theme (migration, Middle East, funding) in depth. A synthesis report followed, bringing together conclusions from the three final reports, a section on efficiency was added, an overarching analysis of the policy work was made and the report ended with a number of generic recommendations and reflection points.
