Review of the Local Government Capacity Programme (LGCP) 2012-2016 of VNG International

Description

The Local Government Capacity Programme, executed by VNG International is aimed at strengthening the capacity of local governments and their associations in ten countries. The program has an extensive toolbox including: benchmarking projects, training , colleague-to-colleague advise through deployment of Dutch partner municipalities, deployment of international and local consultants, study visits, ... The review summarized the state of affairs of the program with regard to the implementation, performance and progress. With a view to an external evaluation in 2015 , the review also paid extensive attention to the tools for monitoring and evaluation of the program and the extent to which these can provide the necessary information for evaluating effectiveness and efficiency.The review was based on three cases  with missions to South Sudan , Rwanda and Uganda) and further validated by the practice in other countries through document research, interviews and a workshop with all team members.
