PSO: evaluation of support to capacity development

Description

The evaluation service of the Netherlands Ministry for Foreign Affairs is evaluating the Dutch support to capacity development. The evaluation of the PSO is part of this larger evaluation which consists of seven separate sub-evaluations. PSO is an association that consists of fifty Dutch development organisations. The association focuses on capacity development for civil society organisations in developing countries. The general objective of this evaluation is to provide new insights into how and under what circumstances capacities of partners are developed through PSO interventions and how support for capacity development can be provided more effectively. The evaluation will be executed through desk study, interviews and field missions in Kenya, Uganda, Ethiopia and Zambia. A generic framework on capacity building consisting of five core capabilities (capability to commit and act, capability to deliver results, capability to relate, capability to adapt and self-renew and capability to maintain consistency) will serve as the basis for this evaluation. In a first phase, ACE Europe was requested by the IOB to test the methodology.
