IDEAL 2017-2021 is a program by VNG International that works on the involvement of citizens in local governance in 7 countries facing fragility or conflict: Burundi, Mali, Palestinian Territories, Rwanda, Somalia, South Sudan and Uganda. ACE Europe conducted a mid-term evaluation of the program in Uganda, Mali and the Palestinian Territories. The aim was to assess the relevance, effectiveness, efficiency and sustainability efforts of the program with regard to supporting local governments to cope better with fragility and fragility risks. The goal of this mid-term evaluation was to assist the program and the country teams in identifying what is going well (and ensuring that this is consolidated for the future term of the program) and to highlight possible risks (and identify appropriate risk mitigation strategies) for realising anticipated results.
The evaluation provided recommendations to guide approaches and management in the second half of the program implementation and to strengthen attention for gender.
