Dit programma vertrekt vanuit de concrete noden van NGO's en civil society in Oekraïne en wil bijdragen tot een betere communicatie en ervaringsuitwisseling tussen NGO's in drie regio's, de ondersteuning van managementcapaciteiten van NGO's en hun strategische planning en een meer effectieve interactie met de publieke overheid op lokaal en regionaal vlak. Binnen het programma wordt ook een systeem voor de financiering van microprojecten uitgewerkt. Uitvoering sinds 2005.
