De dienst Programma omvat zowel programma's in het Zuiden (8 landen) als in het Noorden (ontwikkelingseducatie en lobby en advocacy). De opdracht verloopt in fasen: analyse van de praktijk en gebruik van instrumenten en templates, identificatie van bouwstenen (inclusief materiaal dat bestaat binnen Plan Internationaal), verfijnen van procedures, instrumenten en templates. De ondersteuning van het M&E systeem door een e-tool wordt eveneens onderzocht. Het personeel is betrokken via interviews, vorming en workshops.
